Hmm, I guess TITLE on an anchor with a pop up box on IE4 and other cues might be one method. I know that for offline browsing in IE4 I really enjoy seeing when I hover a link not in my cache getting some feedback in the form of a mouse cursor.

The bottom status bar when your on a link should provide a clue where your going (as long as there isn't a JavaScript marquee scrolling).
