The act of impeachment is NOT the act of removing the President. Since a President cannot be a tried for a crime in a court while he is pin office, the only legal remedy available is to have the congress determine whether or not the crime is bad enough that they need to boot him so he can be tried. Apparently there are enough people in congress who feel that Clinton would be found guilty of perjury in a court of law and therefore are voting to hold him on trial in the senate.

Impeachment != Removal
