On the issue of a lame duck Congress, a simpler solution which I have heard mentioned is to have the new congress sworn in shortly after the election, within at most a week or two. Since it no longer takes weeks to travel to the nations capitol, there doesn't seem to be the need to wait 2 months after the election to start the new Congress. This seems like the type of Constitutional amendment that would get more support than changing the rules on who can impeach.
