I'd rather let defacto rule, rather than standards bodies. In practice the standards bodies arrive at inadequate solutions that are not implementable and these stand in the way of practitioners. XML's evolution has been an excellent case-study. I applaud Netscape for not bringing RSS to W3C. It was a vote in favor of deployment over posturing and academic egotism.
