It's fairly hidden...Go to the Internet control panel.
Go to the Edit menu, choose 'User Mode...', then change to Advanced or Administration. A new Advanced tab will appear in the control panel.
Select the Helper Apps icon; select your preferred FTP client there.
As far as what FTP client to use, two popular ones are Fetch ( http://www.dartmouth.edu/pages/softdev/fetch.html ) and Anarchie ( http://www.stairways.com/anarchie/ ).
