Er, what the heck are you talking about?!

Apache remained compatible with its older versions mostly until 1.3 (which in the commercial world, geez, would have been v.7).

Perl remains compatible, even as 5.005 does more amazing things than 5.004_*.

Python...similar.

THERE IS NO ONE ANSWER! NO ONE UNIVERSAL CRITICISM! Lest we bring on stage the transition from Microsoft Word 5 to 6 to 98. Lest we bring about SuperCard 2.5 to 3.0. Lest we bring about the *webbrowsers* which are still doing the same *simple* task, and yet drastically with each version.
