For anyone else who's having this problem, here's a direct link to WinNT SP 5; should work in any browser out there...WinNT SP5 (40-bit encryption, English language)
WinNT SP5 (128-bit encryption, English language) (not guaranteed to work in all browsers, since the link just puts you at the start of the verification screens for eligibility)
