I'll grant that copying the whole of a copyrighted work in the course of a review is not fair use.

However, I don't see how copyright at all applies to creating a summary of another work if you don't directly copy from that work. If you only copy headlines, that would be covered under fair use.

In other words, copyright prevents duplication of a work, not consumption of it.
