I certainly hope the various auction browsers comply with the various standards; in particular, they should broadcast their identity in the HTTP header. If they don't, well, they deserve no cookies. No pun intended.
Given proper behavior, EBay has the ability to block the auction browsers -- and the control is in the hands of the Web site owner, as it should be.
