I received a response from Joe Carmel in the IT department of the U.S. Congress--see below.I checked out the Tasmanian site he refers to. Quite impressive! It specifically mentions, as one of the design objectives, the very type of problem that interested me in the potential benefits of XML/SGML-based systems to the drafting of legislative documents.

Someone on the listserv sent me your note. FYI. The US Congress is currently in the process of developing approaches for the creation of legislation using XML. You might also be interested in Tasmanian Legislation at http://www.thelaw.tas.gov.au/ I think they have a model that speaks to some of what your note is about.
