See the popup ad in the upper right corner? How did they do that??

Just view source and you can see the stuff they insert at the end. Of course, that makes it no longer valid HTML (not that most pages on GeoCities are valid to begin with...). I'm sure it would be pretty easy to add that kind of feature to any decent CMS.
