htmlInterfaces.root is not distributed with Frontier 6.1. It has been superceded by Manila. Manila automates the discussion group building process and gives you a web interface. Check out the ReadMe files in your Frontier folder. Then head over to the ManilaNewbies website. There is a manual in progress..
