I think the secret sauce is WIDL. WebMethods submitted WIDL to W3C a long time ago <http://www.w3.org/TR/NOTE-widl>. I recently had an extemporaneous email conversation with their Founder who said that WIDL has been superceded:

"It's called "B2B Flow" and is built into our B2B Developer tool."
