At the risk of singing the same song a few too many times, I get the feeling that you're persuing the same dream that TBL is steering the W3C toward. Their specs are more complex than yours, but it's the same vision.

"arbitrary data to hitch-hike" - XInclude, http://www.w3.org/TR/xinclude (? - not sure about this, I just found it)

"arbitrary cross-references" - XLink and XPointer, http://www.w3.org/XML/Linking.html (these are really interesting)
