If you just want to post/edit/create screenshots and capture images from your camera, try Microsoft PhotoEditor.

It's free, comes with MS Office. You can Acquire, import, save, crop, adjust colors/contrast/brightness, etc.

Mine was installed in c:\Program Files\Common Files\Microsoft Shared\PhotoEd.
