GNOME allows you to put the menu bar where you like, including locked to the top of the screen (I am fairly sure, but not 100%).

Under KDE, you can choose a Mac-style menu bar. Gnome can put a a menu bar at the top of the screen, but it's the system's menu bar, not the application's menu bar.
