Well, IANAL either, but your description matches my understanding after speaking with various authorities on the subject.

This is also the reason that the copyright holder can re-release their code under a new license, or dual license their code from the outset. Case in point: Mozilla is now making an effort to get permission from all contributors to dual license the Mozilla code under the GPL as well as the MPL.
