I think one reason why there are so many duplicate projects is that so many OSS projects are very poorly documented, and it's easier to just start from scratch than to figure out the other guy's code. Anyone who wants people to work on a project would do well to comment a lot, and write some clear documents describing in detail what everything is and how it all fits together
