On the other hand, the Mozilla source code is available for free. Even a fairly small ISP should have the resources to put their own hooks and pointers into it, then distribute that to customers.

From another direction, it's kind of disappointing that all of this struggling is only over a default. There's nothing tough about changing the home page of a browser. It's just that so many users are too lazy to bother.
