No, that was a classic case of sexual harassment.

I would be pro-impeachment if it was a sexual harasment case like with Paula Jones, but they proved nothing there and then decided to try anything they could with the Lewinsky acusation (I don't see this as sexual harasment as the girl really wanted to have something with him).
