You're right. This is warping the words until they have no meaning at all, and definitely not the intended meaning. They've also warped the meaning of perjury by bringing a charge without any direct quotes of alleged perjurous testimony - required in the definition of a perjury. And now they're going to warp the meaning of the word "germaine" to avoid a vote on censure.I'm not a lawyer, but my father was.
