Now that I think about it, I think I was referring to some routines that I developed myself. I'm not sure where they are. It's been a long time.Alan German's tcpcmd suite provides most or all of the POP verbs you'd need. It's at http://www.erols.com/asg/tcpcmd/
Then it's a matter of stringing them together and adding some sort of session management using the people suite or other.
