I agree it's slightly hidden, but if you go to

http://www.microsoft.com/windows98/downloads/corporate.asp

you can download many of the patches otherwise available from Windows Update.

On a related note, look in the Windows Update Setup Files folder on your hard drive. Some files do stick around, in the form of CAB files.
