You know, it might be even easier than that. Just have the bus server:

GET http://myserver/buslocation.cgi?15e/southbound/15th/65th/8.00am

when the bus passes 15th and 65th.

Exactly... for flat data, using XML-RPC is a sledgehammer solution.

If HTTP is the ubiquitous protocol, then why not use it for what it's good for? The main reason for using HTTP+XML-RPC over plain HTTP for data push applications is when the data is hierarchical or relational, or originates in XML format, which bus information definitely does not.
