One could argue that this is sort of a dictatorship as well. (I mean, the same argument can be used to justify that 51% of the population can kill the other 49%)That's not how the US government works, and that's why we have a Constitution, and it's very hard to add or remove an amendment, far more than a majority vote is needed. But the rules do change. We had an amendment that made alchohol illegal, but it was repealed.
