navbar test version: XML format

Today's test version of the navbar macro optionally allows you to define the contents of the navbar via XML.First, the navbar macro got a new optional parameter, flXmlOutline. It defaults to false, preserving previous behavior. If flXmlOutline is true, the specified outline (or string or wptext) will be interpreted as XML.
