You want to put the rendering options in the XML, not in the call to the macro.

With the current scheme it's possible to specify the content of the navbar in one place (the outline, whether it's XML or not), and then produce different rendered versions by using different sets of parameters when calling the macro. This could be useful for sites where several pages share the same set of navigation links but use a different layout, or for rendering the same site thru multiple templates with different layouts.

I guess it boils down to this: Should form and content be specified in the same document (the XML outline), or should they be divided and specified in separate places, the content in the XML outline and the form in the parameters of the call to the macro (or in #directives)?
