For mediaone, their inconvenience seems to be in giving you a static IP number. You get a lease on an IP number, and as your loop grows it makes managing the numbers easier for them, to have it be dynamic.And that's why they don't want you to run a server, because you might run DHCP, and your DHCP server would be serving as theirs would be too.
PacBell doesn't seem to have this problem managing static IP numbers at a reasonable price, so for home networks, and people who want to serve, they will have an advantage.
