I think he's talking about the necessity to scroll horizontally to view DaveNet pieces on a narrower browser window.The term "liquid HTML" is used by some people to describe HTML pages that adjust their size and wrapping of body text depending on the size of the viewer's browser window, often by favoring relative table widths over absolute values.
