The problem with your argument is that radio frequencies are a finite commodity while the WWW namespace is infinite. I can't imagine anyone legislating my right to call my site www.myownjacobsite.com.. :)

It is, however, sadly true that most sites do go unvisited and conversely that people gravitate towards a few megasites.
