It's a distributed server architecture that already in place. This is an anarchy type service, it makes sense to use an anarchy type server system. Old comments expire. It's hard to sue usenet. Usenet is a really nice system, with one or two glaring problems that aren't really germane to this use.

As a comment to the original poster, I'd make sure that the format is similar to NoCem messages.
