There's a web page at http://www.webtop.com/It looks like a new search engine/knowledgebase. It also looks like they're not yet open for business. So they're probably either doing tests or preloading their databases prior to flipping the switch.
But if they're ignoring the Robot Exclusion Standard, they apparently are new to the crawler biz and haven't done their homework.
This is, however, all guesswork on my part.
