Look at the Html4 Object Element regarding how to deliver a nested set of script actions to the Human. This style supports local scripting any scripting language as well as the ability to reference other computers to resolve the script or any other MIME Type. In particular note how Object allows an author to cite their prefered priority for that set of options to provide similar content to the human client and allows the human client to also override with their preferences.
