Sidebar panels can be done one of two ways as far as I know. You can create a custom sidebar panel, like the CNN.com one that is in the top of the sidebar, or use MyNetscape channels. MyNetscape has setup a server to output the channels with just plain text and the header picture. Check out Andrew's anthem site for more info on sidebar panels, as he creates his own sidebar panel for anthem to live in.
