"In other words, impeachment is not a verdict, it's an accusation."Nope, the text of the impeachment motion does _not_ say "accuse," it says the president should be removed from office. It is a verdict. The only difference is that for it to be operative the Senate must agree. Totally different from the legal analogy of grand jury/trial.
