Try this. Use a ::shutter:: frameset. 2 frames - set one frame to 100% width and the other to '*' width. Each frame loads the url for the outline that you are meeting about.

The magic come when you specify an onLoad event in the body of each frame to display itself and reload the other frame.

Basically your refresh rate will be as fast as your connection allows (56k modems get a refresh every 4-5 seconds, T1 users get a refresh every 1 - .5 seconds). Also there will be minimal (sometimes no) flashing when the page refreshes.
