Why not the user interface?Because some servers do not have monitors; in fact, some of them don't even have X installed (I'm thinking about the Cobalt systems in particular). If you try to lauch an X app without the libraries, it'll probably just crash.
However, if there were two versions (with/without UI), I would totally support that.
