That's not how the US government works, and that's why we have a Constitutionafaik, very few political systems allow simple majorities to change things over night. over here, any changes to "fundamental laws" require clear majorities in two different parliaments, with a public election in between.
on the other hand, that doesn't mean that even very small but stubborn minorities cannot make things change in a longer perspective...
