i've also had the problem. i reported it several months back, but have since upgraded from 56k to ADSL at home so don't see it as much. i still get it periodically over the ISDN at work.

try running trace routes, because when i was having the problem Dave got me in touch with Conxion (their ISP) to try to resolve the issue. i was seeing packet loss in the last couple of hops to Userland in the trace route. we never resolved anything--Conxion's response was to run a couple trace routes back my way and say they worked fine--but it may or may not actually be a Frontier problem.
