The format you suggest doesn't quite exploit the expressiveness that XML can give you. For instance, why not create something like:

This will probably give you a smaller file and you also then get a file format which you can extend with properties other than 'name' if you should wish at other points. In addition you don't have to alot a number to each entry, which'll mean (among other things) that if you ever take this data file to something like an XSL style sheet then processing it will be a lot easier.
