Rebol has XML Parser

Does this mean that Rebol has a primitive operation that parses XML, or that someone wrote a parser in Rebol? If the latter, so what? Rebol is presumably (like other useful computer languages) Turing Complete, right?

One interesting implied question: what are the facilities that a scripting language must have "out of the box" to be useful for web scripting? This seems to be mostly a packaging issue, not a capability issue, right?
