The RVP proposal mentioned in the article is available here: http://www.ietf.org/internet-drafts/draft-calsyn-rvp-01.txt

I've talked to them about this subject since it's something that we plan on supporting in the Jabber project (http://jabber.org/), and although the current MSN Messenger doesn't use RVP, the next major version will along with an updated RVP draft.
