dummy syntax question

Found this in mainresponder.discuss.listTopicslocal (flTopLevelTopics = channelname == "")
Can't remember seeing it like that before.
So this is a fast way of assignment (or no assignment) to the new local (flTopLevelTopics) based upon the value of 'channelname?'
