Not Open to be Open Source, but because MS has a tendency to add additional hidden functionaly into its products.

There are standards, and then there are EXTENDED MS Standards (MSHTML, MSXML) Standards which are either based on preliminary standards and not updated (MS CSS), unpublished (MS HTML), or seem to be published at the same time a new product comes out but are unimplemented (MS IM).

It the source is out there, then MS can't hide the addional functionality in the code.

And people will be able to reimplement the server on other machines, and use wine to get it onto linux.
