1. Where did that come from?

The TOC protocol spec is included with TiK, one of the open-source AIM clients.

2. I thought they removed it?

The home page for TiK has been (temporarily?) removed, but the TOC servers still work.

3. Is it still the protocol they use?

AIM and MSN use the closed (but reverse-engineered) OSCAR protocol, which is what they've been making modifications to. TOC hasn't changed.
