I think AOL recognizes that, there are reports saying that they are working on something like a set-top box -- an internet appliance. With such devices, they can bypass the OS.

Also, there are other factors that prevent MS from doing that. First of all, unless MS wins the anti-trust cases, otherwise, it's hard to believe that the government will let MS to provide such integration into Windows.

On the other hand, MS might not even want to tie the clients so close to Windows. If MS is interested in selling connection, the closer it ties the service to Windows, the more difficult it is for them to extend the service to people who are not using PC.
