Approaching this from a network security mindset, it seems that a mechanism which relies on the browser to honestly report the referrer field is just silly. A 2-line perl script (or most any other language) could fake the referrer field. However, all that really has to happen here is to make a mild inconvenience for the users of the unwanted deep-linker's site and the problem is "solved"!
