i'm pretty sure you need to install the "desktop" integration piece of IE4 which basically replaces explorer with an internet explorer that also does desktop/icon bar handling.

turns out that if you install vanilla NT4 SP4 + IE5, you don't get this integration. don't really understand why, but that's what i've experienced.
