WinNT 4 doesn't recognise the format.

Not quite true, John: there's a third-party driver for FAT32 available here:

http://www.sysinternals.com/fat32.htm

(Of course, this has to be installed *after* NT, so it's not much use if you're trying a direct Win98 -> NT upgrade. But thus is life working with MS Product.)
