what's the difference between SOAP and XML-RPC? Technical differences?

It's a little bit more powerful (references, external typing, etc). And a bit harder to implement.

Political differences?

As far as I can tell, SOAP contains everything Microsoft needs to run COM over HTTP. XML-RPC doesn't.
